2.General context of the project

South Sudan is a country which has been affected by complex emergencies, both natural and conflict-related, for decades. INTERSOS has been present in South Sudan since 2006 with a country office in Juba and field bases in six States of the country, namely Jonglei, Upper Nile, Unity, Eastern Equatoria, Western Equatoria and Central Equatoria. INTERSOS focuses on implementing emergency response and relief programs in different sectors: Protection, Education, NFI/Shelter and WASH with a special focus on serving the conflict-affected population, which were forced to displace from their homes by the conflict but also the hosting communities, which often are equally vulnerable. This project will be implemented in partnership with UNICEF in three States (Upper Nile, Jonglei and Eastern Equatoria) across the country and will primarily focus on providing protection and psychosocial support services to children, in particular UASC and OVC, while building the capacity of communities to minimize child protection risks and prevent family separation.

3.General purpose of the position

The CP Project Manager will be based in Jiech (Ayod State) and be responsible for the coordination of CP prevention and response activities, which will be implemented in 3 different payams. He/She will give technical advice and guidance to the local project team to ensure the quality of the implementation and the learning and capacity building of each staff member. Furthermore, he/she will be responsible for an effective financial management of project resources and provision of regular activity progress reports. The CP Project Manager will work under the direct supervision of the Protection Coordinator and coordinate closely with other Protection Project Managers operating in different areas to share challenges, lessons learned and best practices. S/He will ensure timely reporting to the Protection Sub Cluster and will be responsible to follow up on state-based and national discussions related to Case Management SOP and guideline implementation. S/he will monitor the progress of the project and staff performance, and furthermore ensure regular assessments and information are gathered and shared.

4.Main responsibilities and tasks

General Project Management

  • In charge of project management, including elaboration of work plan, financial and procurement plan and regular monitoring of progress through the INTERSOS internal project appraisal tool.
  • Define efficient and effective operating processes required to ensure a proper management of the project activities.
  • Ensure that all project activities are being implemented in line with INTERSOS’ internal policies, in particular several protection policies, at the same time respecting donor and cluster regulations as well as international humanitarian sector standards.
  • Recruit national staff and conduct regular training and review sessions in order to build knowledge and skills and maximize their capacity ensuring quality protection services.
  • Monitor and provide objective feedback related to staff performance, including completing staff performance evaluations to promote growth and professional development.
  • Review of regular financial and narrative reports from field team, ensuring financial compliance including strong budget management and correct accountability documentation.
  • Prepare regular narrative donor reports and assist Finance departments in compiling financial reports.
  • Prepare high quality reports to be shared with CPSC on a monthly bases and when required.
  • Establish and maintain a good relation with Donor and Cluster’s key Staff with regular and clear communication.
  • Collect regular beneficiary stories using different participatory methods (FGDs, Case Studies, Most Significant Change Technique etc).

Child Protection Technical Support

  • Prepare and conduct a range of training and workshop on the project objectives, outcomes and activities as well as CP related topics for national project staff, partners and beneficiaries.
  • Ensure the respect of core principles in FTR and case management services and the quality of focused PSS support through continuous mentoring of CP/FTR Case Workers, PSS Team Leaders and regular case meetings (case management conferences).
  • Coordinate with local partners to establish and regularly update service maps for referrals.
  • Coordinate requests for family reunifications through CPIMS+ in close collaboration with Save the Children, UNICEF and other partners.
  • Facilitate a balanced mix of structured and unstructured PSS activities at the CFS and ensure a protective and nurturing environment for children.
  • Organize community mobilization activities using different participatory approaches and awareness campaigns targeting children, youth and other community members.

Coordination and Collaboration

  • Represent INTERSOS in front of national authorities, UN agencies, NGOs, donors etc. in area of intervention.
  • Establish partnership in order to ensure a proper and comprehensive child protection response in the area.
  • Ensure a steady and active representation of INTERSOS at cluster level as well as in all other significant meetings, including active participation in relevant working groups.
  • Maintain good and fruitful relationships with relevant local stakeholders, such as local authorities, service providers and community-based associations.
  • Participate in interagency rapid assessments organized by OCHA evaluating needs and possible emergency responses in the child protection sector.
  • Ensure linkages with the INTERSOS Child Protection team and other departments internally.
  • Participate and represent INTERSOS at field level Cluster meetings, donor meetings, and other specific meetings related to their area of competence.

Security Management

  • Regular security risk analysis and elaboration of contingency plans together with Security Advisor and HoM.
  • Share detailed security assessments and analyses before any deployment out of duty station with HoM.

Other

  • Any other duty as assigned by the Protection Coordinator.

5.Required profile and experience

Education

  • Master’s Degree in International Development Studies, Social Work, Social Sciences, Human Rights, Psychology or related field

Professional Experience

  • At least three years of relevant professional work experience in the humanitarian field as Project Manager and in the relevant technical discipline (Child Protection).
  • Demonstrated project management skills (financial management, human resources management, monitoring and evaluation techniques).
  • Strong training and capacity building skills, particularly using participatory techniques for training on different components of CP programming.
  • Previous experience conducting training in case management, caring for child survivors, psychosocial support, CP information management system desirable.
  • Good knowledge of the procedure of international donors, especially UNICEF desirable.
  • Familiarity with the issues and culture in South Sudan considered an asset.

Professional Requirements

  • Excellent analytical, report writing and proposal writing skills and well versed in Excel.
  • Strong inter-personal and communication skills to develop effective working relationships with donors, colleagues and other stakeholders.
  • Willingness to live, adapt and productively work in insecure, unstable and/or harsh environments.
  • Ability to work remotely in coordinating CP interventions across multiple sites.
  • Ability to work independently while being a strong team player with proven supervisory skills.
  • Flexibility, adaptability and high work capacity to ensure activities and technical management/coordination support provided in a timely manner to achieve project results.
  • Strong orientation towards evidence-based programming, with skills in monitoring and evaluation and conducting assessments desirable.

Languages

  • Fully proficient in written and spoken English.
