2.General context of the project
In recent years INTERSOS, the largest Italian humanitarian organization, has faced significant changes in terms of risen challenges, adopted structure, contexts to work. In this framework the Finance Department must redefine itself to effectively respond to the new demanding issues and assure the control over specific strategic processes, in order to guarantee the overall organization and its sustainability.
3.General purpose of the position
Upon request, the Roving Finance Coordinator provides technical assistance to field programs and staff in matters of financial processes & procedures and will therefore be deployed to INTERSOS field offices in various countries on a temporary basis. This position includes constant international travel to developing countries and requires high flexibility in terms of physical movement from country to country and duration of assignments.
4.Main responsibilities and tasks
General and Project Accounting:
· ensures the compliance with the INTERSOS and Donors procedures;
· verifies the correctness of the information in the grant contracts (and their attachments) before the signature of the Head of Mission;
· provides Head of Mission and Project Managers with accounting actual figures, by highlighting differences, mistakes and risks;
· supports Project Managers in writing no-cost extension and budget revision;
· oversees the recruitment process of finance local staff;
· manages the general and project accounting tasks by coordinating local finance staff, monitoring their work and training them;
· supervises the liquidity level of the Mission (cash and bank);
· updates economic and financial position of the Mission and the grants (actual incurred costs, commitments, unspent balance and available liquidity);
· Guarantees a correct costs allocation onto the grants by using the relevant templates attached to the Protocols;
· Writes financial reporting (interim and final) for the approval of the Project Manager and the Head of Mission, then to validate it by the Regional Finance Coordinator;
· Verifies adequacy of the information and documentation of financial reporting to Donors (interim and final);
· Ensures formal checks of supporting docs (both general and fund accounting);
Compliance with INTERSOS and Donor finance procedures for procurement of goods, works, services
Support to the Head of Mission in designing new project proposal:
- assists the Head of Mission and/or the Project Manager in the project budgeting process, by budgeting the shared costs (local structure costs) and so defining the sustainability of each proposal;
- ensures the adequacy and coherence of each budget lines and compliance with Donor guidelines;
- assesses the finance staff needs in comparison with planned activities;
Assure proper archive of the supporting documentation:
- organizes the archive management on the basis of the INTERSOS Protocols and any other requirements set by the Regional Finance Coordinator;
- verifies the correct stock recording and relevant documentation;
- updates the asset register and its supporting documentation;
- provides the Regional Finance Coordinator with the project official documentation and grant contracts;
- provides the Regional Finance Coordinator with the project accounting supporting documentation;
- Assesses the adequacy of supporting documentation in cooperation with the Head of Mission, before each audit exercise (both internal and external);
Technical assistance on remote:
- Monitors the implementation of the administrative and financial procedures in the Missions where S/He was previously deployed.
5.Required profile and experience
Education
Finance, Accounting or Business administration degrees or demonstrated multi-annual relevant work experience in similar positions.
Professional Experience
· Extensive experience of working in the not for profit field, area of finance;
· Multi-annual experience on the field in humanitarian context.
Professional Requirements
· Knowledge and understanding of institutional donors’ rules in relation to program funding;
· Strong training and capacity building skills;
· Excellent computer skills, including Microsoft Office applications, advanced Excel and financial systems.
Languages
· Adequate level of English and/or French language;
· Italian language is an asset.
Personal Requirements
· Willingness and ability to travel to country offices;
· Flexibility, Adaptability, Problem-solving attitude;
· High degree of discretion, sensitivity and tact in dealing with internal colleagues and external stakeholders at all levels.
