2.General context of the project

INTERSOS has been working in South Sudan since 2006 with humanitarian assistance programs aimed to respond urgent needs and to provide life-saving assistance and emergency relief to host communities, IDPs and returnees affected by on-going crisis.

With regard to sectors of interventions, INTERSOS has been major contributing humanitarian organization in Emergency Shelter and Non Food Items -SNFIs sector, mainly in Jonglei, Western Equatoria and Eastern Equatoria States.

Fighting and large-scale offensive since beginning of 2017 as well as the consequences of July 2016 crises continue to affect people in several areas of the South Sudan leading to further inevitable large scale displacements. Military clashes resulting from the current situation and IDPs influx have created urgent needs of S/NFIs across the country.

Provision of Emergency Shelter and Non Food Items project, developed under specific needs of IDPs, returnees and Host Communities context, will provide lifesaving emergency shelter and NFIs support through both core pipeline and cash voucher interventions in response to the on-going crisis and meet the needs of children, women and vulnerable groups in South Sudan.

The SNFIs Project Manager will, under direct supervision of the SNFIs Coordinator, be in charge of the implementation of the project based on assessed needs and verifications, through mobile Emergency Response Teams and coordinating with S/NFI Cluster.

3.General purpose of the position

The general purpose of this position is to be in-charge of the implementation, supervision and follow up of the Emergency Shelter and Non Food Items project in South Sudan.

The S/NFIs Project Manager, based in Juba but roving among the different field locations, is responsible for overall management of project activities at all phases of the project.

Under the supervision of SNFIs/WASH Coordinator, the Project Manager will also be responsible for achieving project objectives and will coordinate with the project team which comprise of:

• 1 Emergency Response Team Leader/SFP (based in Torit-EES, with frequent trips to deep field locations);
• 1 ERT Team Leader/ SFP (based in Bor-Jonglei with trips to deep field locations and Bor POC);
• 4 Emergency Response Officer S/NFI;
• 1 Emergency Response Officer Cash Transfer to ensure successful implementation of the project.

The Project Manager, under overall supervision of SNFIs Coordinator, will be in charge of project management and coordination with Shelter/NFI Cluster, while supporting Shelter-NFI response (assessment, verification, registration and distribution), together with ERT Team Leaders (State Focal Points) and South Sudanese Emergency Response Team members.

4.Main responsibilities and tasks

Program Management

• Be responsible for implementation of the on-going Emergency shelter and Non Food Items project according to the signed Agreement and further modification approved by the donor;
• The PM will ensure that the project is completed within set time, budget and set quality;
• Provide detailed, accurate and timely weekly reports to supervisor on activities, challenges and areas in need of improvement including operational data;
• Be responsible for assessments, projects design, reports (final and interim) preparations for institutional and public funding;
• Be responsible of the preparation of all the accounting documents, including tender and procurement for intermediate and final financial reports required by donors;
• Ensure constant communication with SNFIs/WASH Coordinator, project staff and partners to identify potential problems, formulate recommendations and solutions and report;
• Conduct regular monitoring visits to the field, to follow-up on project activities and ensure community participation in the activities and lead and develop report of Post Distribution Monitoring;
• Maintain daily relationship with the Donors and involve the SNFIs/WASH Program Coordinator whereas strategic opportunity can arise;
• In charge of preparing and submission of timely report to donor, interim and final;
• In charge of prepare regularly internal monitoring update (PAT) of the project.

Capacity Strengthening:

• Provide on job training, mentorship and guidance to SNFIs staff, to ensure Emergency shelter and Non Food Items programming meets best practice, Sphere standards and prioritizes the accountability to affected population;
• Provide technical support to SNFIs/WASH Coordinator for the expansion of SNFIs program and development of country level strategies.

Coordination & Advocacy:

• Ensure participation in National Cluster meetings, Operational Working Group meetings, Cash Based Intervention working group meetings and other coordination meetings led by OCHA and other relevant agencies;
• Ensure robust and efficient coordination with other sectors agencies, mainly WASH, food and nutrition and UNCOHA;
• Ensure a steady and active representation of INTERSOS at cluster level as well in all the other, significant meetings (i.e. coordination among SNFIs partners).

Security:

• Asses and consult other partners to ensure security situation of planned locations is calms;
• Ensure risk assessment and share security information;
• Responsible to put in place appropriate security and prevention measured during distribution;
• Provide timely incident report to UNOCHA and SSHF if needed.

5.Required profile and experience

Education

Degree in Social Sciences or International Development, or relevant technical degree.

Professional Experience

· 2 years’ relevant work experience dealing with; emergency response, emergency shelter or Non Food Items distribution projects;

· Experience in a Cash Based Intervention in protracted crisis and humanitarian context an advantage;

· Demonstrated project management skills (financial management, human resources management, monitoring and evaluation techniques is required.

Professional Requirements

· Minimum of 2 years of experience in relevant program management or technical advisory roles in complex response projects;

· Good knowledge of the procedure of international donors, especially UN/ SSHF desirable.

· Cultural and gender sensitivity;

· Capacity in developing BOQs and technical specifications of transitional and temporary shelters or relevant response;

· Excellent analytical, report writing and proposal writing skills and computer literate;

· Understanding and knowledge of Sphere and other humanitarian standards;

· Knowledge of working under humanitarian Cluster mechanism highly desirable.

Languages

Excellent command of written and spoken English.
