Reporting to: Head of Mission

Supervision of: Project Managers, activity coordinators and reporting officers

2.General context of the project

INTERSOS has been working in Yemen since 2008. The target populations are: conflict affected populations (IDPs, returnees and host communities), both rural and urban areas, refugees and asylum seekers and migrants. The Main invention sites: Sana’a, Aden, Hadramout, Taiz, Ibb, Hajja and Lahj; with further outreach and coverage in all other governorates in Yemen (except for Al-Rayma, Socotra, Marib and Al-Jawf) through local implementing partners and a legal network of lawyers. Main sectors of intervention are:

· protection (protection monitoring, detention monitoring, legal assistance, individual case management and collective PSS for SGBV, CP, PwSN);

· integrated health and nutrition programming;

· integrated WASH programming;

· technical and vocational education for adolescents,

· rental subsidies for IDPs;

· protection mainstreaming in different sectors.

Approaches:

rights-based approach and community engagement; gender and protection mainstreaming putting the beneficiaries at the center of the operation (working with the people/communities and for the people/communities); working on emergency programming while ensuring positive impact beyond implementation, aimed at recovery, rehabilitation and capacity strengthening, with durable solutions as final aim where needed and possible.

3.General purpose of the position

The Programme Coordinator will assist the Head of Mission specifically following the overall country programme: development, implementation, monitoring/evaluation and reporting. The Programme Coordinator will be primarily responsible to ensure quality assurance and enhanced accountability.

4.Main responsibilities and tasks

Strategy development:

· Support the implementaiton of INTERSOS country strategy 2019 with an operational action plan, set-up the appropriate structure to implement.

Development and management of INTERSOS’ programmes:

· Provide leadership and support to the INTERSOS programme team.

· Leading role in project design.

· Leading role in the development and management of a multi-sector and holistic resilience programme and ensure strong coordination between the different sub-offices, programme sectors and Project Managers.

· Define partnership strategy for national counterparts (CBOs, NGOs, local authorities, different line ministries, etc.) and design appropriate action plan.

· Input into the fundraising strategy, and coordination of fundraising opportunities alongside and supported by the Head of Mission.

· Ensure that programmes are implemented in a consultative, participative, and transparent and gender sensitive way.

· Ensure INTERSOS representation in appropriate external programmatic forums/working groups and clusters.

· Ensure active participation of INTERSOS partners in all steps of the Programme Cycle Management and strengthening partners’ capacities in pre-identified areas; including community participation.

Driving improvements in programme quality:

· Monitor and evaluate programme work to maintain and/or improve the quality, incorporating learning in the programme and ensuring achievement of desired impact.

· Initiate research on specific thematic aiming at building evidence for quality proposal development (assessment), programme delivery (monitoring/evaluation materials processing) and on change processes putting the affected population at the centre of the research (learning) and when possible evidences to feed joint leverage-advocacy efforts (INGO forum or at Cluster level).

· Guarantee innovation and use of smart tools for the implementation of programmes

Accountability: Assessment, Monitoring, Evaluation and Learning:

· Test INTERSOS programming against Core Humanitarian Standards and promote a proactive integration of the benchmarks throughout the different phases of the project cycle.

· Promote beneficiary/affected population centred approach.

· Ensure each project of INTERSOS is regularly reviewing frameworks and monitoring results against set indicators.

· Supporting teams in capacity building on Accountability, Monitoring, Evaluation and Learning.

· Ensure external evaluations which are programmed and budgeted are executed, and information found is used for internal lessons learnt, donor reporting and proposals.

· Ensure proper follow up of monitoring results, sharing relevant results to senior management and having overall strategic awareness of programme impacts.

· Work with team to develop innovative ways for community feedback (e.g. effective complaint mechanisms).

As a transversal approach and indirect outcome: building effective programme teams:

· Leading role in reflection on collaborative ways of working within the team and with other teams, and role modelling these behaviours.

· Helping individuals and the team to achieve objectives through day-to-day support, monthly face to face meetings, regular team meetings, which include discussions of progress against objectives, giving feedback, challenges and encouragement.

· Supporting personal and career development of direct reports (and the team as a whole).

· Ensuring a secure, safe and healthy working environment.

· Guide internal capacity building efforts for INTERSOS teams on Accountability/AMEL tools (generic).

· Develop and ensure capacity building for an effective transition toward increase nationalisation of management positions.

Gap filling for project managers:

· To perform any other work-related duties if applicable.

5.Required profile and experience

Education

· MA in social sciences or related field

Professional Experience

· Minimum 3 years relevant working experience in humanitarian project management with INGO, including direct financial management of project budget and implementation of multi-sectoral programming in complex emergencies, including protection, health and livelihoods.

· Demonstrated experience in staff supervision and remote management

· Strong experience with monitoring and accountability tools and systems, including set-up and management of reporting/complaints mechanisms.

· Prior experience in working in complex emergency setting, involving displacement and armed conflict.

· Strong experience in working with communities

Professional Requirements

· Excellent analytical skills, observation and analysis capacity

· Able to ensure quick quality delivery in stressful environment

· Very strong interpersonal skills: strong communication and diplomatic skills

· Practical and problem-solver

· Excellent ability to establish inter-personal relations and good negotiation skills

· Good knowledge of MS Office (Word, Excel, Outlook) and other relevant software

· Ability to deal with stress and demanding working environment

· Readiness to commit and adhere to the values, mission and vision of INTERSOS

Languages

· Excellent command of written and spoken English

· Knowledge of Arabic language will be considered as an asset but is not compulsory
