1.Terms of reference

Job Title: WASH Project Manager

Code: SR-41-791

Duty station: Yambio, Western Equatoria (with frequent mission to Torit and Magwi Eastern Equatoria)

Starting date: 01/01/2019

Contract duration: 5 months

Reporting to: NFIs/ WASH Program Coordinator

Supervision of: WASH Officer, Hygiene officers and support staff (13 national staff)

Dependents: No

2.General context of the project

Despite the ongoing peace process, the protection situation in South Sudan remains perilous and the country faces a residual crisis of gigantic proportions. Over the past two years, the political, security and economic situation has deteriorated with a corresponding increase in violence, a significantly worsened humanitarian situation and massive violations of women and child rights. Since 2015, spreading hostilities have resulted in 4 million South Sudanese people being displaced, including 2.4 million children (UNICEF, 2018). It should be noted that the fighting in South Sudan has two distinct, but at times related, elements: a national political struggle; and intercommunal conflicts over land and cattle. This has precipitated a sustained increase in human rights violations particularly among the refugee and displaced populations. These violations have manifested in the form of increased general protection, child protection and gender-based violence (GBV) cases. INTERSOS Protection response has prioritised three affected states of South Sudan namely, Jonglei, Eastern Lakes State and Upper Nile State, providing critical general protection, child protection and GBV interventions to affected populations.

3.General purpose of the position

The WASH Project Manager is responsible for overall management and supervision of water, sanitation and hygiene project activities at all phases of the project in target areas of Western Equatoria and Eastern Equatoria states. He/ She will also be responsible for achieving project objectives and will coordinate with NFIs/WASH Program Coordinator and the project team to ensure successful implementation of the WASH project. The WASH PM will ensure that the project is completed within set time, budget and set quality.

4.Main responsibilities and tasks

  • Be responsible for implementation of the ongoing WASH projects according to the signed Agreement and further modification approved by the donors
  • Be responsible for assessments, projects design, reports (final and interim) preparations for institutional and public funding.
  • Be responsible for the timely submission of project proposals as well as external and internal reports to donors and clusters.
  • In coordination with logistics and finance the PM will be responsible of the preparation of all the accounting documents, including tender and procurement for intermediate and final financial reports required by donors.
  • Ensure a steady and active representation of INTERSOS at cluster level as well in all the other, significant meetings (i.e. coordination among WASH partners.).
  • At field level maintain good relationship with the Donors and involve the NFIs/WASH Program Coordinator whereas strategic opportunity can arise.
  • Support the WASH Coordination to analyse opportunity of expansion of WASH activities in South Sudan
  • Support in training and capacity building of key national staff
  • Maintain ongoing surveillance of the developing humanitarian situation and propose the coordinator to adjust activities accordingly.
  • In coordination of M&E manager supervise and monitor the construction of WASH infrastructures as envisaged in the project proposal.
  • Coordinate with local authorities in Yambio and Ikoto/ Magwi.

5.Required profile and experience

Education

  • Degree in in Civil engineer and Public Health Engineering is preferred, or relevant work experience in WASH projects

Professional Experience

  • Two years’ relevant work experience dealing with WASH projects,
  • Experience in South Sudan or other complex contexts is a plus
  • Experience in managing teams
  • Prior experience and knowledge of working under humanitarian Cluster mechanism highly desirable;

Professional Requirements

  • Strong technical Understanding of core WASH Concepts and Programming
  • Understanding of Water supply in complex contexts
  • Ability to work independently and proactively
  • Demonstrated capacity in report writing
  • Experience in remote or roaming work is desireable
  • Experience in managing a multicultural team is desirable
  • Experience in training other staff or delivering key messages for staff training and capacity building is desirable
  • Strong communication skills and ability to negotiate and liaise with other stakeholders is essential

Languages

  • Fluency in spoken and written English is required

Personal Requirements

  • Flexibility to respond to changing nature of humanitarian context and operational difficulties in the field and cope with stress;
  • Willingness to learn and take responsibility;
  • management and leadership skills;
  • ability to integrate and work well within multiethnic and multicultural teams;
  • Willingness to accept basic living standards. Incumbent will be deployed to Yambio and Torit, where living standard is basic (if not extremely
  • challenging) comparing to standard in developed countries.
