1. Terms of reference

Job title: Country Finance Officer

Location: Amman, Jordan

Reporting to: Head of Mission and under the technical supervision of the Regional Finance Officer

Starting date: May 2016

Duration of contract: 8 months

2. General context of the project

Since 2013, INTERSOS is focusing its humanitarian response in Jordan on supporting Syrian families displaced across urban and rural areas, with a program that concentrates on mainstreaming protection across the different sectors of intervention that compose the Country Strategy (Protection, Child Protection, Psycho-Social Support, Informal Education, Basic Life Skills, Community Mobilization, Strengthening of Community-based Response Mechanisms, Women Empowerment, Cash Assistance, WASH, Shelter, Winterization Assistance).

INTERSOS main partners and donors in the Country are: UNICEF, DG ECHO, Italian Cooperation, OCHA-HPF (Humanitarian Pool Fund).

3. Tasks and responsibilities

The Country Finance Officer is responsible for the proper technical performance of all accounting-financial activities of the mission and its projects. In this context, he/she ensures the correct and effective management of financial resources, in accordance with the Organization procedures and the Regional Finance Officer’s directions.

Specifically:

• Ensure compliance with INTERSOS and donors procedures;

• Prepare and submit for the approval of the Head of Mission the country and project economic and financial plan, in accordance with financial and budget constraints, following the indications of the Head of Mission and Project Managers, making use of the tools and templates provided by the procedural Protocols;

• With regards to financial plan and management of financial aspects of the mission and related projects, provide the Head of Mission and Project Managers with regular planning control data, highlighting any variances, errors and issues that may arise;

• Manage country and project accounting, and coordinate administrative personnel;

• Assume responsibility for cash account administration, ensuring conformity to existing procedures; shortages or thefts must be reported, bearing the joint signature of both, the Country Finance Officer and the Head of Mission;

• Update the economic and financial status of the mission and related projects, in terms of expenses, appropriations, available cash and liquidity;

• Support the Project Managers in drafting and finalizing the interim and final financial reports, and submit them to the Head of Mission and Regional Finance Officer for approval;

• Assume responsibility for local personnel register;

• Collaborate with the Head of Mission identifying standing labor laws;

• Be responsible for the compliance with labor laws;

• Support the Procurement Manager in ensuring the proper execution of goods, works and services procurement processes and conformity to INTERSOS and donors procedures.

• Provide support to the Head of Mission on the drafting of new projects.

• Be responsible for mission administrative-accounting documents and all finished project documentation.

• Support the Head of Mission in liaising with Governmental authorities relevant to the Mission

4. Required profile/experience

  • Master’s degree in Business and Administration or similar studies
  • At least 3 years’ experience in Admin/Financial Management.
  • At least 2 years’ experience in INGOs, managing medium-large programs with medium portfolio of donors.
  • Experience in missions in the field is an asset.
  • Good knowledge of the administrative procedure and guidelines of international donors - mainly UN and ECHO Systems - and Italian Cooperation Agency (MoFA) procedures.
  • Strong skills in networking with partners and donor liaison.
  • Experience in supervising a team of national staff.
  • Advanced admin/finance management skills.
  • Good knowledge of spoken and written English is necessary, Arabic is a strong plus.
  • Comfortable with computer use and with the main software for administration system.
  • Problem solving and organizational capabilities.
  • Availability to move often through the Area of competence.
