1.Background

With over 70% of the country’s population estimated to be below 30 years old (UNDP, HDR 2012) there is an urgent need to ensure that both boys and girls are able to contribute constructively to building positive relationships, families and communities, contributing to the wider peace building process within Somalia rather than as perpetrators of the cycle of violence. Furthermore, there is a significant gap in projects that address the high drop-out rate and lack of decision-making of adolescent girls due to their lack of visibility and perceived complications of targeting this group. Social norms restrict participation of adolescent girls in public spaces through various practices including restricting them to domestic work at home, also female genital mutilation/cutting and forced early marriage. In addition, parents consider schools and routes to schools unsafe in terms of potential for sexual violence, further compounded by lack of female teacher supervision in schools. As education is not considered a priority for a child that will be married into another family, schools and teachers perpetuate unequal gender norms and violent disciple through use of corporeal punishment. Community attitudes are supportive of such discipline, with 89% survey respondents agreeing it was “okay for a teacher to hit a child”.

2.RATIONALE

In order to address the current gap of access to education, mitigation of various child protection and GBV risks for the targeted age group and contribution to peace building at family, school and community level, the Reflect Circles methodology proposes to engage adults and children of different ages, but particularly focusing on adolescents girls between ages 12-18 years, their parents and communities (including leaders such as clan leaders, community elders and imams and local authorities) to promote access adult learning and discussion forum for social norms change.

This consultancy aims at developing tools for the Reflect Circles methodologies to be used in target communities to foster: 1) A change in social norms which restrict adolescent girls participation in education, decision-making affecting their lives and ability to reduce their vulnerability and risk to GBV; 2) the engagement of boys and men, the main perpetrators of GBV, to transform negative social norms through early age life skills for boys (from 6-14 years old).

The Reflect Circle community discussion forums will offer a safe space to discuss and contribute to transforming social norms contributing to perpetuation of violence against women and girls.

Engaging communities in “Reflect Circles” to create space for dialogue on this sensitive topic, as well as engaging children and adults in behavior change communication in their own communities framed on the basis strong understanding of Somali social and religious guidance to open up discussions and including community leaders which have a strong influence in Somali culture on social norms on Education and GBV in Baidoa and Jowhar.

3.Consultancy SCOPE & METHODOLOGY

3.1 Consultancy objectives

  1. To review the Reflect Circle methodology and already available tools used in other countries;
  2. To develop a specific and context relevant and appropriate Reflect Methodology Toolkit aiming at 1) changing social norms which restrict adolescent girls participation in education, decision-making affecting their lives and ability to reduce their vulnerability and risk to GBV; 2) engaging boys and men, the main perpetrators of GBV, to transform negative social norms through early age life skills for boys (from 6-14 years old);
  3. To train the Project Team to use the toolkit with target communities.

3.2 Expected Outputs & Deliverables

  1. Reflect circles inception report detailing the process and work plan to be employed to achieve the consultancy objectives (2 days);
  2. Develop the draft Reflect Circle Toolkit to be reviewed and approved by INTERSOS (10 days, with 2 days adjustments based on the field test);
  3. Facilitate training for Somalia based staff on how to utilize the toolkit (5 days);
  4. Field test the toolkit (10 days) and provide short analysis report;
  5. Review implementation of the methodology and provide technical input on how to improve the use and implementation of the methodology in the context of Somalia (10 days).

3.3 Management

The consultant will lead the development of the tool kit, field test and training and will report directly to the Education/Child Protection Project Manager.

3.4 Duration, Location & Dates

The consultancy will be based in Nairobi and will involve travel to Somalia (Mogadishu and Baidoa) for the duration of the field test and the training. The consultancy must be conducted over an initial period of 6 weeks and then will require a 2 weeks follow-up to review implementation and suggest changes in the methodology. The consultant will be required to work from the beginning of December 2015 and mid January 2016 and be available for the review of the methodology in April 2016.

5. Expected Consultant Profile & Selection Criteria

5.1 Bid qualification and selection criteria

The Reflect Circles Consultant will be selected based on the following criteria:

· Proven capacity to carry out the assignment and previous experience of successful completion of similar research assignments (Child Protection work) in Somalia;

· Ability to travel to Somalia, Mogadishu and Baidoa in particular;

· Excellent English language skills, with Somali language an asset;

· Have excellent writhing skills with the ability to prepare comprehensive research reports in English;

· Good understanding of the Somali context, with understanding of protection principles, GBV and women’s empowerment;

· Cost of the consultancy service.

5.2 Terms and Conditions

  1. The Reflect Circles Consultant will be contracted by INTERSOS Somalia Mission;
  2. The Daily consultancy fee is negotiable, although it must fit within the costs allocated by the project;
  3. Payment of the agreed consultancy amount will be paid at the end of the consultancy;
  4. The consultant must be available to work for the period stipulated and be able to meet the deadline for satisfactory submission outlined in the contract;
  5. Costs relating to consultants insurance coverage and applicable taxes is the responsibility of the consultant;
  6. Logistical arrangements and costs of travel to Somalia (international flights and within Somalia), accommodation and security within Somalia will be covered and facilitated by INTERSOS based on utilising pre-approved suppliers (these costs should be excluded from consultancy bids);
  7. The Consultant is responsible to abide by INTERSOS security protocols for missions to Somalia, as well as adhering to INTERSOS Child Protection policy and Protection from Sexual Exploitation and Abuse policy.

  3. Declaration of availability of the consultant for the dates proposed
  4. Proposed consultancy fee (daily rate in USD).
