INTERSOS is an independent non-profit humanitarian organization committed to assist the victims of natural disasters and armed conflicts. Its activities are based on the principles of solidarity, justice, human dignity, equality of rights and opportunities, and respect for diversity and coexistence, paying special attention to the most vulnerable and unprotected people.

INTERSOS has been present in Jordan since 2007, with its main office in Amman and programs of activities all over the country in support of Iraqi refugees. Since 2012 Intersos is partnering with several donors, among which DG ECHO, in assisting refugees from Syria and most vulnerable among Jordanian population.

This project has been designed to provide, in a targeted and equitable manner, refugees living in Za'atari and Azraq camps, and most vulnerable Syrian and Jordanian families in urban and rural areas, with adequate resources to mitigate the impact of winter harsh conditions; the activities will be carried out by a consortium of four (4) organizations, with the aim of protecting vulnerable families’ life, health and dignity, while improving their living conditions.

JOB TITLE: Admin/Finance Officer

DUTY STATION: Amman with travel to project locations in different governorates of the Kingdom of Jordan

STARTING DATE: ASAP

DURATION: until March 2016

ROLE, TASKS AND RESPONSABILITIES

Under the direct supervision of the Finance Manager, the Finance Officer is responsible for the proper accounting and administration of the project as follows:

Finance control:

Responsible for project petty cash account administration, ensuring conformity to existing procedures;

Update the economic and financial status of the project, in terms of expenses, appropriations, available cash and liquidity; verify the expenditures are incurred in line with the set work plan and budget forecast.

Provide the updated economic and financial data (PN) to the Programme Manager and the Finance Manager on a weekly basis;

Supervise other members of the consortium and guarantee that they submit financial report according to guidelines and timeframe set for in bilateral Memorandum of Understandings (MoUs);

Revise report received from consortium members and compile them in a consolidated monthly financial report;

Report to the Finance manager and Programme Manager any delay or shortcomings (internal or from consortium members) potentially impacting the overall financial management of the action

Budget control:

Ensure the correct filing of all projects’ data;

Ensure the proper execution of goods, works and services procurement processes and conformity to INTERSOS and donors procedures;

Local staff management:

Manage the local personnel register for the project;

Finalize and monitor staff contracts;

Preparing pay slips and monthly payment of salaries and ensure compliance with national labour laws, including deduction and payment of salary tax;

Asset management and logistics

Update inventory records pertaining to project assets and verify the accuracy of the supporting documentation;

Verify the correct application of the organization’s or donor's procedures in relation to purchases and goods management;

JOB REQUIREMENTS

University Degree (preferably advanced i.e. Master) in Finance, Accounting, Business Administration or other related fields;

At least 3 years of professional experience in admin/finance positions;

At least 2 years of professional experience with NGOs;

Knowledge and understanding of ECHO rules and procedures;

Previous experience in the admin/financial management of large-scale projects;

Previous experience in working with partners, and specifically in the framework of consortia;

Strong organizational skills, and ability to manage efficiently multiple priorities, deadlines and tasks;

Strong interpersonal and intercultural skills;

Ability to work under high pressure;

Excellent time management skills and resourcefulness with attention to details;

Excellent computer skills;

Excellent English skills, spoken and written; Arabic is an asset.
