2. Job description

A. General context of the project

General context of the project

Contribute to a protective environment for children from unlawful recruitment and use of children by and to successfully reintegrate children and youths associated with armed forces/groups (CAAFAG) into communities in fulfilment of their fundamental rights.

B. General purpose of the position, responsibilities and tasks

General purpose of the position

IDTR /Family tracing specialist under the supervision of the Project manager will coordinate with the CPWG chairs and co-chair as well as line ministries, to strengthen IDTR cross-border and inter-agency coordination for Somalia and to support the CPWG in providing IDTR services to unaccompanied and separated children (UASC) in line with internationally recognised best practices for IDTR of UASC

Main responsibilities and tasks

1.Fulfil the IDTR / UASC taskforce objectives

  • To enable coordination across borders, as well as amongst actors who are not otherwise using the Child Protection Information Management System (CPIMS).

  • Provide an avenue for sharing information relating to adults seeking children who do not fall within the ambit of the CPIMS

  • Support the CPWG and Mixed Migration Task Force (MMTR) to establish and disseminate Standard Operating Procedures (SOPs) on IDTR. SOPs would include confidentiality principles for adults and UASC, the use of images, information sharing and data protection

  • Facilitate information sharing across borders, and across agencies including trends analysis, displacement patterns and migration patterns for the purposes of IDTR, and children on the move.

  • Providing a point for cross-border coordination

  • Enable coherent coordination and collaboration with actors working on IDTR and Family Tracing and Reunification (FTR) in Somalia (including Somaliland) in order to avoid duplication of services; prevent multiple interviews and documentation; identify gaps; and achieve the widest possible coverage of effective and secure IDTR services in Somali

  • Build capacity amongst members of the IDTR / UASC taskforce on “Identification” and, where deemed appropriate, “documentation” and referral

  • Conduct service mapping for IDTR purposes (both children and adults)

  • Support case management trainings to provide input on IDTR

  • Coordinate with the regional IDTR taskforce and MMTFs to improve on skills, resources and to ensure that the Somalia IDTR taskforce is in line with best practices

  • Regular support on a case basis for the Identification, Documentation, Tracing and Reunification (hereafter IDTR) of UASC. This will include providing IDTR technical support and ensuring regular information sharing among the IDTR/Child Protection teams based in the Somalia;

  • Supervise cordination on a central and database hubs and an offsite filing system

  • Identify the information needs of program staff based in the field offices such as mass tracing lists, list of children who need to be followed up (per region), children with specific protection concerns, referrals and transfers, statistics, etc

  • Identify other constraints/gaps in information gathering and in information sharing from data collected to efficiently supports programs expectation

  • Identify key concerns in terms of data confidentiality and data security

  • Determine and support feasible ways to share/ transfer data at the field level and to a central location, taking into account logistical constraints and data security issues.

  • Participate in adapting guidelines on Comprehensive case management for UAC and SC according to country context in line with global guidelines.

  • Design of methodologies, tools & performance plans

· Design and update the project performance monitoring plan, including how and when to measure progress towards achievement of outcomes and associated indicators;

· Regular meetings amongst members to share information on migration trends, challenges, best practices, tools, movements, and other relevant information

· Provide training and capacity building initiatives for members

· Provide a forum for referrals (in line with data protection and information sharing SOPs)

· To establish SOPs and to build the capacity of member agencies and external actors on relevant best practices for IDTR (within agreed safeguarding limits) and ensure a standardised approach to IDTR

· Facilitate and coordinate regular coordination with identified partners in including cross border opportunities

· Establish mechanisms for improved communication across agencies

3.Conduct field monitoring visits, surveys and project-related assessments

· Conduct and support the monitoring of response and case management processes with the Response Officer and PM and of prevention and mitigation activities in target communities with the Prevention & Mitigation Officer and PM;

· Review beneficiary selection criteria and justification processes, and verify the targeting of beneficiaries of material assistance, dignity kits and shelter support through post-distribution monitoring;

· Use various participatory and quantitative methods to collect data including focus group discussions (FGDs), and conduct quantitative for KAPs surveys, service satisfaction and post-distribution monitoring;

  • Recruit, train and supervise survey enumerators and data entry staff, when required for large-scale data collection;
  • Ensure that data quality control processes (including data checking and daily de-briefing) is implemented for all surveys conducted;

· Conduct qualitative and quantitative data analysis, and write clear, concise and accurate reports in reports in English including recommendations for programming;

· Prepare and review case studies (project implementation and human interest stories) prepared by project staff and partners;

4.Track and verify project outputs, documentation and progress towards targets and intended impact

· Track outputs and project progress of partners by reviewing/ reconciling LNGO partners monthly narrative and excel output tracking databases/CPIMS reports to report achievement of outputs and indicators;

· Update the PM on any areas of concern regarding project achievements of LNGO partners;

· Review and verify veracity of documentation of trainings, community engagement activities etc (against LNGO partner reports and expenditure reporting);

5.Build the capacity of project staff IDTR/FTR processes

· Identify required training support, design and conduct training for all project staff on IDTR/FTR processes, including reporting process, project documentation requirements and case study preparation for accountability and achievement of expected results;

· Facilitate periodic learning /reflection sessions with the project team and LNGO partners on areas requiring support;

· Provide continuous mentoring and technical support for LNGO partners to conduct M&E activities;

6.Ensure that M&E findings are utilised to inform project management and implementation practices as well as coordination

· Prepare monthly field monitoring reports regarding Taskforce and partner activity implementation, outputs, progress and impact/feedback from beneficiaries;

· Attend monthly monitoring & coordination meetings with the PM and partner to provide feedback and recommendations based on field monitoring finding;

· Work with the INTERSOS PM, Prevention and Response teams and partner Coordinators to develop effective evidence-based methodologies to improve effective prevention and response programming;

· Facilitate CPIE reflection sessions to document lessons learnt – ensure that findings are fed into future project design and implementation.

Others responsibilities

· Liaise with partner/collaborating organizations, as requested by the PM;

· Attend external meetings related to IDTR and family tracing activities, as requested by the PM;

· To perform other duties and tasks, as requested by the CP AoR or by INTERSOS, Protection/ GBV Coordination and Country Programs Coordinator.

3. Position requirements

Education

Bachelor's in, Psychology, Social Science, or other relevant discipline or previous relevant experience with other organization working in Somalia.

Professional experience

· Previous experience in the humanitarian field in an emergency context working for an NGO, preferably in the protection sector in Somalia;

Professional requirements

· Two or more years work experience in for NGOs

· Experience in working with vulnerable community members especially children and women.

· Good analytical and report writing skills is desirable

Languages

· Fluency in written and spoken English and Somali (Maay-Maay) is essential;
