2. General context of the project

INTERSOS is working in partnership with UNICEF to provide protection and life-saving services to conflict-affected children and their families in Sana’a, Aden, Ibb and Mukalla, targeting HC (Sana’a, Aden, Ibb and Mukalla), IDPs (Ibb and Mukalla) and Returnees (Aden).

As the escalation of the conflict marks its first year, hostilities, extensive ground fighting, and grave violations of children’s rights continued across Yemen with heavy concentration in Taizz, Sa’ada and Sana’a. Yemen now counts 21.2 million people in need of some form of humanitarian assistance and protection, with children paying the highest price. Child protection partners estimate that 7.4 million children are in need of protection service. Children in Yemen continue to be killed, maimed, recruited and used by all parties to the conflict. Schools and hospitals have been frequently attacked and used for military purposes, denying children of their rights to basic services. In the first quarter of 2016, child casualties, recruitment and use and attacks on schools and hospitals have increased compared to the last quarter of 2015. The already dire situation of internally displaced persons (IDPs), including over 1.2 million children, is worsening as the displacement prolongs. The 2016 Yemen Humanitarian Response Plan (YHRP) was launched in February, appealing for US$22.6 million for Child protection in order to reach 2 million boys, girls, and community members with essential protection services with following objectives: protect, advocate and monitor children’s rights to life and survival; provide equitable life-saving services for conflict-affected girls and boys.

The Monitoring and Reporting Mechanism (MRM) for grave child rights violations is to be expanded to ensure more effective monitoring, documentation, advocacy and protection of children. Psychosocial support (PSS) for conflict-affected children, mine risk education (MRE) for children and community members in conflict-affected areas, identification and response to unaccompanied and separated children (UASC) and gender-based violence survivors are the four key areas where INTERSOS’ efforts are to be concentrated. The disarmament, demobilization and reintegration of children associated with armed groups is also CPSC priority.

INTERSOS is operating through fixed and mobile approaches deploying mobile teams in IDPs settlements (Ibb) and maximizing partnerships with community-based partners in the fixed approach (Sana’a, Aden, Mukalla).

3. Tasks and responsibilities

The Project Manager (PM) is in charge of the implementation and the supervision of the activities of the project ensuring timely and qualitative planning, implementation, reporting and monitoring/evaluation of INTERSOS activities in compliance with sector specific SOPs, Sphere standards and good practices, code of conduct and ethical values chart.

The PM is responsible for an efficient financial management for the project in compliance with INTERSOS’ model and donor regulations, in addition to full oversight of the HR and logistics arrangement in cooperation with relevant departments.

More specifically:

  • Ensure activities implementation and prepare a detailed activities plan with team;

  • Regularly update the Referral Maps of services available in the locations of the project;

  • Ensure CP SOPs and guidelines are properly applied and improved for the specific sector as needed;

  • Ensure that the principle of confidentiality is properly on place.

  • Prepare, monitor and implement financial and procurement plan.

  • Approval of all purchases/contracting and budget line allocations; ensuring for all purchases/contracting of goods/services/supplies the correct INTERSOS procurement guidelines are applied and properly documented (also for the procedures applied by the municipalities)

  • Ensure fluent chain of information/data transfer from field to Information Management Unit (IMU)

  • Ensure timely processing of information/data by IMU and conduct coaching for teams on the analysis of the processed data

  • Undertake (if security situation allows) field visits to the centers to provide technical guidance and supervision to the team and to monitor the progress and quality of the different project activities.

  • Ensure good practice and system for internal and external referral of most vulnerable cases, in close coordination and collaboration with the protection coordinator.

  • Ensure monitoring and verification for the targeting of beneficiaries.

  • Ensure quality reporting on achievements through daily short briefings, monthly and weekly planning presented against weekly and monthly performance reports containing clear quantitative and qualitative information related to the activities.

  • Establish and maintain excellent relationships with the local community leaders (when relevant and possible), CP Committees and CBOs’ representatives.

  • Aligns as per guidelines provided by the HoM and helps to set strategies for INTERSOS in Yemen particularly relevant to child protection and protection issues.

  • Contribute to the coordination between the different project-teams for the projects in Yemen especially in terms of internal referral and mutual support.

  • Proactively participate in CPSC meetings and other relevant working groups, also relevant inter-sectorial coordination meetings at national level.

4. Required profile/experience

  • Education: MA in social sciences or related field.

  • Minimum 3 years relevant working experience in humanitarian project management with INGO, including direct financial management of project budget.

  • Demonstrated knowledge of a previous experience in Child Protection in Emergencies and related terminology.

  • Demonstrated experience in staff supervision and remote management with a solid personal background.

  • Strong experience with monitoring tools and systems

  • Excellent communication, leadership and negotiation skills.

  • Excellent analytical skills, observation and analysis capacity.

  • Able to ensure quick quality delivery in stressful environment

  • Ability to deal with stress and demanding working environment

  • Able to work effectively in the overall management of a project, even in conflict contexts with a remote management approach

  • Readiness to commit and adhere to the values, mission and vision of INTERSOS

  • Fully proficient in written and spoken English.

  • Arabic language skills will be considered as an asset.

  • Good knowledge of MS Office (Word, Excel, Outlook) and other relevant software.
