General context of the project

INTERSOS has grown considerably over the past five years to a current operational presence in 19 countries in Africa, Middle East and Afghanistan. In 2017, the organisation has conducted an organisation-wide strategic planning process, resulting in a comprehensive INTERSOS Strategic Plan for 2018-2020 with 4 key strategic objectives, focused on increased INTERSOS’ capacity to intervene in emergency situations, improving the quality of INTERSOS work, strengthening INTERSOS presence where it is most needed, and increasing INTERSOS ability to participate in partnerships.

The strategic plan considered the rapidly changing social, political and economic contexts of the world, and the rapid changes in humanitarian debates as to how to shape the global humanitarian system, in the light of the World Humanitarian Summit, the growing number of protracted humanitarian crises, and a myriad new as well as old but intensified challenges and obstacles, as well as elaboration of strategic priorities identified and required for INTERSOS to address.

General purpose of the position

The purpose of the external evaluation is to assess the relevance and performance of INTERSOS humanitarian response to the impact of COVID-19 in countries of operation and in relation to INTERSOS Strategic Plan 2018-20, and draw lessons learnt, as well as provide clear and actionable recommendations to inform future rapid responses, as well as to further inform the next strategic planning process.

Main responsibilities and tasks

Review INTERSOS ability to respond to a new crisis or emergency with additional relevant activities that are based on INTERSOS expertise and competencies, particularly in relation to strategic objective 1 of the ISP2018-20;

• Assess how much ability does INTERSOS have for innovation in programming, to ensure adaptation and agility of its activities to fit the newly emerging humanitarian needs;

• Review the appropriateness of decision-making processes in relation to the pandemic situation and the communication between management and technical support of HQ and country offices, as well as the collaboration of INTERSOS’ departments and the CMT;

• Using Covid-19 as an example, assess INTERSOS ability to adapt its existing activities to rapidly changed operating environments;

• Examine strategic approaches that can be improved both during the pandemic, and in the events of future new humanitarian emergencies;

• Identify main lessons learnt, gaps and recommendations that can inform new INTERSOS strategy (ISP 2022-24).

Required profile and experience

Education

N/A

Professional Experience

• Previous experience in evaluations of impact

• Field experience of Program management and evaluation

• Previous experience in KIs, inception reports and evaluation reports writing

Professional Requirements

• Basic Computer Skills (Word, Excel, Internet)

• Excellent communication skills

• Excellent research and analytical skills

• A sample of a similar evaluation report elaborated in the past should be provided to INTERSOS as evidence

Languages

• English is compulsory. Professional knowledge of French and Italian is an asset
