Job title: Deputy Country Finance Officer South Sudan
Location: Juba, with frequent travels to field locations
Reporting to: Country Finance officer
Starting date: 01/01/2017
Duration: 12 months
2. Tasks and responsibilities
Responsible for the proper accounting and administration of funds in coordination with administrative and logistic personnel and through constant supervision of Country Finance Officer.
Specifically:
· To ensure compliance with INTERSOS and donors’ procedures, with particular focus to procurements’ procedure
· To manage country and project accounting, submitting on a daily base the updated PN to the Country Finance Officer
· To assume responsibility for cash account administration, ensuring conformity to existing accounting procedures and accountability
· To ensure Human Resources database is constantly updated with new recruitments, resignations and amendment to contractual conditions
· To ensure Human Resources database is updated to enable the generation of monthly payrolls
· To ensure the compliance with labor laws, with particular focus on Social Insurance, Severance, working hours and relations with national authority
· To ensure all the payroll and the monthly attendance sheets return back to Juba office from all the different field locations duly signed
· To keep verified that all support project documents are delivered to Juba office in accordance to Intersos and donors’ guidelines (signatures, stamps, receipts, quotations, etc.)
· To guarantee the banks are reconciled on weekly basis
· To maintain update the Expat staff dossier (time sheet, leave request, advance salary declarations, etc)
· To ensure the proper execution of goods, works and services procurement processes and conformity to INTERSOS and donors’ procedures
· To train administrators based in field locations through constant supervision of Country Finance Officer on INTERSOS “Organization Management and Control Model” and donors’ administrative and financial guidelines
3. Required profile/experience
· Advanced university degree in finance, business administration or other related field;
· At least 1 year of professional experience in similar position
· Knowledge of UN administrative procedures (UNHCR – OCHA – Unicef – WFP) ECHO and other major donors
· Understanding of budgeting and financial management
· Experience in humanitarian assistance
· Experience in training and monitoring the local administrative staff
· Strong interpersonal skills and demonstrated ability to establish effective working relations with staff, beneficiaries and other stakeholders
· Capacity to work in volatile security environment and to adapt to basic living conditions
· Computer literate (Microsoft office)
· Fluent English written and spoken
