1.Terms of reference

Job title: ECHO Project Finance Officer

Duty Station: The post holder will be based in Amman, with travel to project locations in different governorates of the Kingdom of Jordan

Reporting to: Country Finance Manager & Program Manager

Starting date: 01/02/2017

Duration of contract: 9 months

Supervision of: 6 national staff

Dependents: 4 national staff

General context of the project

The Project Finance Officer is responsible for the administration and financial management of the ECHO funded project. He/she ensures the correct and effective management of financial resources of the Project, in accordance with ECHO and organization procedures.

2.Tasks and responsibilities

Financial Control:

• Ensures the correct management of the Project petty cash in the field offices,

• Verify, in collaboration with the Program Manager and the Country Finance Manger, the weekly liquidity plan prepared by the field offices,

• Ensures the correct project accountancy and all accountancy documents filing,

• Provides the updated economic and financial data ( light PN) to the Program Manager and the Country Finance Manager on a weekly basis;

• Updates the economic and financial status of the project, in terms of expenses, appropriations, available cash and liquidity; verify the expenditures are incurred in line with the set work plan and budget forecast.

Budget Monitoring:

• Ensures, in collaboration with the Program Manager and the Country Finance Officer, the economic-financial performance of the Project: financial forecast, expenditures projections, final balance,

• Supports the Project Manager in preparing the Project financial forecast on a monthly basis,

• Ensures that the project expenditures are reasonable, allocable, prudent and spent in accordance with INTERSOS and donors Procedures.

Reporting:

• With the support of the Country Finance Manager, he/she prepares the interim and the final financial report of the Project,

Administration and HR:

• Prepares, in collaboration with the Program Manager and the Country Finance Manager, all the contracts and project documents (lease agreement, service contracts, staff contracts etc...),

• Supervises and monitors the preparation of the pay slips and of the monthly payments of salaries of all the staff hired in the ECHO funded Project,

Procurement and assets management supervision:

•Provides technical supervision to the procurement process and ensure the respect of INTERSOS and donor procurement procedures,

•With the support of the Logistic department, updates inventory records pertaining to project assets and verifies the accuracy of the supporting documentation,

Consortium Management:

• Supervises the Financial Management of other members of the consortium and guarantees that they submit financial reports according to guidelines and timeframe set for in bilateral Memorandum of Understandings (MoUs);

• Ensures the periodical receipt of all expenditures' documents,

• Ensures that all expenditure documents accomplish the donor and INTERSOS financial policies, procedures and requirements,

• Revises financial reports received from consortium members and compiles them in a consolidated monthly financial report;

• Reports to the Country Finance manager and Programme Manager any delay or shortcomings (internal or from consortium members) potentially impacting the overall financial management of the action.

3.Required profile/experience:

· Advanced University Degree in Finance, Accounting, Business Administration or other related fields.

· At least 3 years of professional experience in the administration of ECHO funded projects

· Previous experience in the Middle East region (desirable Previous experience in South Sudan an asset

· Strong interpersonal and intercultural skills

· Strong communication and reporting skills

· Strong organizational skills and ability to manage efficiently multiple priorities, deadlines and tasks

· Ability to work under pressure

· Excellent time management skills and resourcefulness with attention to details.

· Fluency in English, spoken and written;

· Arabic is an asset,

· Excellent financial computing skills

· Perfect knowledge of all the phases of the PCM.

· Ability to work in partnership with local organizations

· Excellent diplomacy skills

· Ability to work in team

· Flexibility (will have to take on responsibilities that might not be directly on his/her JD)

· Stress management skills: ability to work under pressure to meet tight deadlines, with peaks of heavy workloads;

· Good communication skills, both written and oral.

· Self-development, initiative-taking.

· Strong organizational and problem-solving skills with analytic approach.
