1. Terms of reference
Job title: Logistician Coordinator
Location: Ndjamena, Bol, Baga-Sola, Goboua, Tchoukoutalia, Forkolom, Liwa, Daboua
Starting date: ASAP
Reporting to: Country Director (hierarchically) and Logistician Referent (technically) at HQ
Duration of contract: 12 months (3 as emergency roster position + 9 as regular staff position)

2. General context of the mission
Humanitarian response to lake Chad crisis, in health, nutrition, food security, education, protection.
3. General purpose of the position
Global and in-depth logistic support to country program, both at capital and field level;
Total and Global Inventories of Intersos current assets, Establish a procurement plan for all the evaluated equipment, assets and a procurement plan at the capital and field level, for offices and houses;
Establish INTERSOS presence in Lake Region with the set up of new field base and security protocols;
Establish a list of prequalified suppliers and a framework agreement for the purchase of furniture, both for houses and offices, at the capital level as well as office;
Participate in the selection process of local logistician;
Train, supervise and support logisticians, drivers, guards etc.;
Organize regular meeting with logistician, Storekeeper, purchasing manager, drivers, guards etc.;
Management of the car fleet and garage. Maintenance of cars and motorcycles;
Open to any assignment requested either by the Country Director or the HQ.
4. Tasks and responsibilities
Manages the supply section of the country and field offices:
Provides strategic direction, ensures knowledge sharing in section as well as with programme sections, partners.
Guides and coaches section staff, builds capacity of staff and ensures strong teamwork and team spirit.
Ensures appropriate procedures and systems are in place to ensure efficiency of the supply operations. Liaises with Supply Division (HQ) and other partner’s offices including Unicef, OFDA, AICS etc, to implement new initiatives and align with good practices.
Ensures appropriate planning, implementation, monitoring and evaluation of the supply chain operations. Oversees preparation of documentation. Reviews supply documentation including requisitions, tender documents and contracts/purchase orders (POs).
Ensures establishment of supply plans and forecasts, supply source- and availability plans, logistics and distribution plans.
Ensures emergency preparedness of supply and logistics for the INTERSOS CO.
Ensures establishment and maintenance of operational capacity to handle CO supply chains, including staffing (hand-overs between staff, clarity of roles and responsibilities) and contracting for logistics arrangements if applicable (e.g. customs clearance, storage, transport and distribution) as required in order to ensure timely availability of supplies and delivery to end users, at field level.
Uses category management to analyze supply spend, decide on strategies, and minimize administrative work.
Ensures regular market research and appropriate vendor management is put in place. - Conducts field visits to out posted offices or project sites, to monitor supplies and propose actions to improve logistics arrangements.
Collaboration with programmes
Establishes close collaboration with programme sections, in order to ensure supply involvement in programme design, planning, product selection and forecasting, as well as Monitoring and Evaluation which can be used to improve future processes and supplies.
Participates in country programme planning and review meetings to advice on supply chain matters, and develops supply and logistics components of the country programme
Technical and advisory support to government and partners
- Provides technical and advisory support to Government and partners on supply chain management issues.
General
Promotes up to date supply chain management thinking and practices.
Identifies and focuses on value added services which can be provided by the supply section to programme, government and partners.
Ensures reporting to senior management, programme, clusters, Supply Division, the operations group and external partners.
Specific focus applicable for emergency context
Plans and manages the overall implementation of the supply and logistics response as part of the defined INTERSOS programme strategy.
Ensures continuous appropriate staffing structure for supply and logistics, management of staff and hand-overs between deployments.
Ensures clear identification of roles and responsibilities, tasks of every staff member of logistic team.
Represents supply and logistics at high level coordination, implementation and monitoring meetings with internal and external partners (participation to Unicef WASH Cluster meeting, on monthly basis, in Ndjamena).
Establishes appropriate monitoring, communication and reporting to senior management, programme, clusters, Supply Division, the operations group and external actors.
Oversees all activities including planning, information management, procurement and logistics, cooperation with partners, service contracting and possible construction works.
Reviews and endorses source and availability plans, supply strategies, logistics plans, and actual delivery schedules.
Establishes workload and prioritization monitoring.
5. Required profile/experience
Advanced university degree from a recognized academic institution in one or more of the following areas is preferred: Supply Chain Management, Business Administration, Management, International Economics, Engineering, International Development, Contract/Commercial Law, or areas directly related to logistics operations or INTERSOS programme areas
First University degree combined with demonstrated professional work experience and understanding of relevant functions may be considered in lieu of advanced university degree, preferably combined with credited courses or certifications from relevant professional bodies in logistics, supply chain management, procurement
Minimum 5 years of progressively responsible professional work experience at the national and international levels in supply/logistics/procurement management, both in humanitarian context as well as development program
Number of years and required complexity of significant experience will be considered
Extensive knowledge of Sub Saharan African context is highly desirable
Knowledge and Chad context is an asset
Fluency in French and English is required. Knowledge of Italian and/or Arabic is a strong asset
