2.General context of the project
INTERSOS is currently implementing protection projects in both Salah al Din (UNHCR funds) and South Ninewa (HPF second standard allocation 2016), thus getting first-hand information from the field and capitalizing lesson learnt and good practices. INTERSOS teams have a well-known presence in the established camps (Hajji Ali, Aistrip and Jeddah) and, thanks to protection monitoring activities conducted out-of-camp (in both South Ninewa and Salah al Din), gained a strong knowledge and understanding of the context.
INTERSOS is fully involved in the response to the Mosul crisis, applying an integrated response approach implemented by multi-sectorial mobile emergency response teams, composed by protection, legal, medical and EiE staff that will be deployed into the areas with highest displacement and areas where IDPs are expected to flee, to provide timely essential life-saving services to people affected by the current crisis. Ideally, response in each sector could represent a self-sustainable and interchangeable "module" based on the peculiar needs of each zone. In principle, each unit will be dedicated to a specific sector but the foreseen approach aims at ensuring the full complementarity within the sectors through a joint process of needs assessment and service provision. This aims at guaranteeing a comprehensive approach and internal referral. Specifically, INTERSOS has already deployed on the ground qualified key staff fully involved in the protection response in South Ninewa (lawyers, clinical psychologists, highly trained case managers) which could lead the start-up of the protection activities in the two new camps. Moreover, the protection monitors have already conducted household level interview (PMT) and linked with local actors/authorities/security actors.
3.General purpose of the position
· Appoints, trains and regularly supports a local HR Manager to design, implement and apply policies/strategies, rules and tools for National Staffs
· Works with the technical support of the HR Officer based in HQ for the management of the National Staff (policies/strategies, rules and tools), according to the size and complexity of the mission
· Support to the local HR Manager with team management responsibilities of the mission staffs (National and International) in designing, implementing and application of Internal Regulations
4.Tasks and responsibilities
Planning – He/she will support the local HR Manager to:
· Design, implement and update the National Staffs Internal Regulations in line with INTERSOS standards and with the local Labour Law (regulations include, among others, the salary grid/list of functions, the recruitment process, the evaluation process and the steps foreseen for the Induction of new hired staff )
· Develop a standardized Induction programme for national staff
· Design, implement and update on regular basis the salary grid, with the support of the HRO
· In coordination with the Mission Sectorial Coordinators (e.g. Head of Mission, Country Finance Officer, Log coordinator, Project Managers) design and update the mission organizational charts (for both National and International staffs) and the national staff Job Descriptions. Guarantee standardization across the mission
· Follow up on local training opportunities for the National Staffs and share information/coordinate with the Project Managers or any other relevant team member. Support in the identification of possible training needs.
· Support the HoM in carrying out the performance appraisal for all expat staff
· Recruit and train a national HR manager
Implementation and Monitoring– He/she will support the local HR Manager to:
· Maintain and regularly update the personal file for all expat staff
· Monitor and guarantee the implementation of the Internal Regulations through regularly visits to the project locations
· Keep track of the training taken by the National Staffs
· With the support of the project administrators, guarantee that all personnel dossiers are kept in order and updated (e.g. contract of employment, contract’s amendment, CV, national id, pictures, disciplinary measures, leave requests and justifications resignation letters)
· Coordinate local recruitments (e.g.: prepare the Job Vacancies, check the received applications and participate in the shortlisting, participate in interviews and oversees the whole selection process)
· Support the Coordinators in the evaluation process and guarantees that all National staffs are properly and regularly evaluated. Make sure evaluations are properly archived
· Support the Country Finance Officer in making sure that the payslips correctly include what is foreseen in terms of remuneration by the Internal Regulations
· Support the HOM in the implementation and follow-up of the International Staffs annual leaves and R&R
· Write and share regular ad-hoc reports of his/her own work
Representation – He/she will support the local HR Manager to:
· Make sure the Internal Regulations is validated by INTERSOS legal advisor and by the local Labour Office
· Liaise with the local legal advisor and with the labour office on the HR matters
5.Position requirements
· Degree in management (business, HR) or administration
· Essential working experience of at least two years in relevant and similar jobs
· Previous working experience with NGOs in developing countries
· Previous experience in Iraq is an asset
· High level of all aspects of human resources managerial experience, including recruitment and training of high level staff
· Experience in complex decision making and leading a multi-disciplinary, multi-national team under difficult circumstances
· High level of expertise in representation and negotiation
· Strong understanding of the humanitarian emergency operating context and the recruitment of national staff and volunteers in such context
· Experience of compliance with national labor laws and in staff evaluation
· Experience in designing, implementing and updating the National Staffs Internal Regulations, Salary Grids
· Good communication skills in English. Arabic is an asset.
· Essential computer literacy (word, excel, internet)
· Behavioral flexibility, results and quality orientation, teamwork and cooperation
· Leading and supervising, deciding and initiating actions, planning and organizing, conflict resolution skills
· Ability to perform and assure high accuracy in work under stress
· Ability to work strategically, independently and to realize organizational goals, develop strategies, set clear visions
