2. General context of the project
The Education Officer collaborates with the Education Program Coordinator by ensuring the coordination of Education activities in Western Equatoria State. In particular s/he will be responsible for overall management, supervision, leadership and strategic direction of the Education program implemented in Western Equatoria State, with the guidance of the Education Program Coordinator. S/he will be engaged in CHF Program management, proposal development, organization of field assessments, design and supervision in the field level. Through close coordination with Education Program Coordinator, s/he ensures that the ongoing project intervention is properly implemented and reported. S/he will maintain constant relations with all stakeholders and international donors represented in Western Equatoria State and will be in charge of the discussions and negotiations for new project interventions.
3. Tasks and responsibilities
The Education Officer of the CHF funded project will be responsible to ensure the proper and smooth implementation of the activities to be carried out in Western Equatoria State.
Specifically the Education Officer will be responsible to:
· Work with the mission Education team to strengthen the Education sector in INTERSOS South Sudan;
· Manage Education-in-Emergency activities of INTERSOS in Western Equatoria State, by regularly maintaining contact with other Education actors and other sector/clusters/partners in the state
· Represent INTERSOS (Education program) with national authorities, non-state actors, UN agencies, NGOs, donors, etc. in WES;
· Supervise implementation of project activities in a timely manner, which includes management of staff, management of budgets (including budget forecasting), development of work plans and indicator tracking sheets and submission of reports;
· Develop budgets and project proposals for education program, in close coordination with the Education Program Coordinator;
· Carry out rapid assessments representing Education team inside WES;
· Build capacity of INTERSOS Education team, to meet minimum standards for Education in Emergency, including training and mentoring of the National Education staffs;
· Technical support for EIE activities throughout the project, providing insights to national and international staff on EiE standards including tools and methodologies;
· Build capacity of Education actors internal and external to INTERSOS, such as EIE Facilitators, and PTA members, Education County Personnel;
· Conduct awareness campaign targeting children (focusing on girls), youth, parents and all community members (male and female);
· Supervise the proper reporting to donors and other relevant actors.
4. Required profile/experience
· Advanced university degree in humanitarian studies and relevant field experience;
· Strong understanding of the humanitarian emergency operating context, including INEE, the humanitarian system, donors, security and program management;
· Ability to prepare concept papers, project proposals and reports in accordance with the standards required by INTERSOS and donors.
· Minimum of 3 years of relevant work experience in EiE/Education
· Good communication skills in English is mandatory;
· Computer and admin/finance skills;
· Strong representation and negotiation skills;
· Demonstrated leadership and interpersonal skills;
· Donor compliance and reporting;
· Experience in establishing and maintaining collaborative relationships with donors and government counterparts;
· Team working skills.
