Job title: WASH Expert

2. Tasks and responsibilities
The position is aimed at ensuring the proper and effective implementation of all WASH activities planned to achieve the intervention objectives and expected results, including all related administrative and financial aspects, as well as at providing technical support to the Mission strategy and programme with reference to the WASH sector.
The WASH Expert will manage the UNHCR-funded WASH project component as well as coordination with other INTERSOS’ interventions implemented in the area and cooperation with external stakeholders.
Specifically the WASH Expert is responsible to:
Programme:
· Preparing, managing and regularly updating the WASH activities work plan and related financial plan, ensuring timely and quality implementation in compliance with the defined project strategy as well as INTERSOS and donor guidelines.
· Undertaking a detailed technical assessment of the WASH needs and gaps for assistance in the project target areas to define the exact locations of intervention and the beneficiaries.
· Developing remote management strategies for WASH activities (in Aarsal).
· Continuously assessing the WASH needs of the targeted populations in the areas, while regularly updating the WASH situation analysis and informing the programme accordingly.
· Promoting social cohesion by facilitating the participation of vulnerable Lebanese to the activities and access to the services provided.
· Undertaking regular field visits to provide technical guidance and supervision as well as regularly monitoring the progress of WASH activities.
· In coordination with relevant actors, developing and setting up the monitoring, complaint and appeal mechanisms necessary to guarantee quality and effectiveness of assistance.
· Working closely with colleagues in order to ensure the integration of WASH activities with other sectors.
· In coordination with the Project Manager, logistics, administration and finance units, procuring all equipment, supplies and materials required to implement the WASH activities, ensuring cost efficiency and accountability in compliance with INTERSOS and donor regulations and procedures.
· In coordination with the administration and finance units, approving the release of installment payments to suppliers in line with the works progress.
· Preparing periodic project narrative and financial reports as well as other ad hoc reports, according to INTERSOS and donor requirements.
· Supporting the development, implementation and evaluation of the Mission strategy and programme with reference to the WASH sector.
· Ensuring the integration of activities with other INTERSOS projects, as well as coordinating with other actors intervening in the same area.
· Representing INTERSOS in relevant thematic working groups as well as other coordination and meetings, as needed.
Human resources:
· Managing WASH project component staff and promoting role-positioning, education, training, growth and assumption of responsibility.
· Supervising, motivating and appraising WASH project component staff, while promoting cohesion.
· Appraising senior WASH project component staff by means of performance appraisal forms to be shared with the Project Manager.
· In coordination with the Project Manager and the Human Resources Unit, carrying out recruitment procedures when needed.
· Training, coordinating and supervising the WASH staff project component stand evaluating their performance.
Working relationships:
· Establishing and maintaining collaborative relations with relevant donor officers, local authorities, partners, project stakeholders and other organizations working in the project areas.
· Proactively engaging with donors, international NGO and other actors participating at sectorial coordination meetings and/or working in the project locations.
· Proactively participating in WASH and relevant clusters, as well as relevant inter-sectorial coordination meetings.
· Defining the operating processes required to ensure a proper management of the project (roles, procedures, decision-making, operating processes, working methodologies, etc.).
Other objectives and duties:
· As requested by the Project Manager, for the effective implementation of the project.
3. Required profile/experience
· MSc Degree in Civil Engineering, Infrastructure development, Water Engineering/Water Resource Management. Those with a Bachelor’s Degree and considerable demonstrated experience will be considered.
· Minimum of 5 years of experience in relevant program management or technical advisory roles in complex WASH projects.
· Fluency in English, spoken and written; Arabic is an asset.
· Expertise in government, nongovernmental, and community capacity building for WASH.
· Good working experience in community participation and development.
· Demonstrated ability to design and implement strategies that employ evidence-based approaches to meet project targets, especially under rigorous timelines.
· Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, donor representatives, and international staff.
· Valid driving license and ability to move autonomously.
· Previous experience in the Middle East and specifically in Lebanon.
