2. Job description
A. General context of the project
General context of the project
Contribute to a protective environment for children from unlawful recruitment and use of children by and to successfully reintegrate children and youths associated with armed forces/groups (CAAFAG) into communities in fulfilment of their fundamental rights.
B. General purpose of the position, responsibilities and tasks
General purpose of the position
The CP/GBV Officer will be responsible for supervising and supporting direct service provision for GBV and CP case management, basic emotional support to survivors and their families and other vulnerable children, ensuring a functional community-based mechanism to prevent violence against women and children, updating and maintaining the GBVIMS and coordinating material assistance and referrals according to the CP and GBV SOPs.
Main responsibilities and tasks
1.Field base CP/GBV case worker supervision and mentoring
· Ensure daily supervision of CP/GBV case workers , including weekly activities planning and review of progress against the work plan;
· When CP/GBV cases are identified, provide technical support and guidance to case workers for case management ;
· Provide to beneficiaries and CP/GBV case workers, comprehensive information on services available, maintain coordination with service provider focal points, and ensure accompaniment and referral to service adhering to referral SOPs and “need to know” principles using a child and survivor centred approach;
· Ensure beneficiaries and case workers, regularly participate in follow-up visits; and children and/or survivors involved as per the case plans are provide support to deal with any emergency issues, especially safety concerns. Immediately report any complex and emergency cases to activities field coordinator;
· Provide directly and with the CP/GBV case workers, service provision for case management, PSS and tailored material assistance, including participating in weekly case management meeting chaired by response officer;
· Provide ongoing mentoring support and training, as requested, on Child Protection and GBV to the case workers, as well as to other INTERSOS staff and local partners to ensure adherence to INTERSOS policies and protection principles in the district.
2.Strengthen referral for clients and community engagement to prevent and respond to child abuse or/and GBV concerns
· Promote adherence to the guiding principles of GBV and Child Protection among community focal points, other community-based actors and service providers for safe and ethical referral of cases and ensuring self-determination of the survivor with the protection team;
· Utilise the CPIMS database to request tracing from other INTERSOS bases and local partners, according to the IDTR SOPs and follow-up on tracing requests from other bases and partners on a regular basis;
· Ensure there is a functional and safe referral services mechanism for protection clients within the district, with the support of the Protection officer;
· Review service mapping and functionality of referral SOPs with protection actors and other service providers in the district and take measures to address challenges;
· Work with INTERSOS protection, Health, Nutrition and Education teams to mobilise and train community members, outreach workers and front-line service providers for prevention of family separation, awareness on GBV causes and consequences and safe and ethical referral for care;
· Conduct training with the CP and GBV team for teachers, formal and informal authorities, informal foster families and community-based child protection committee members on basic emotional support, providing a supportive environment, safe and ethical referral of cases;
· Work with different service providers and humanitarian actors to mainstream protection, gender, age and diversity;
· Train and mentor referral service staff directly with children protection cases on guiding principles;
· Conduct regular meetings with INTERSOS protection team and other actors to ensure effectiveness of referral support for GBV survivors and vulnerable children.
3.Coordinate with the CP IMS & GBV IMS database, ensure quality M&E, reporting and coordination with partners
· Maintain the GBV IMS and CP IMS for the district, and submit weekly and monthly database updates to the Database Officer;
· Prepare weekly and monthly reports on INTERSOS protection activities and challenges to progress to submit to the activities field and Database and M&E Officer;
· With INTERSOS M&E staff, support project monitoring and evaluation including facilitating service user feedback, material and transportation assistance for survivors and vulnerable persons;
· With the Field Coordinator and Response Officer, support the functioning of a community-based complaints mechanism and safe and confidential system on Sexual Exploitation and Abuse;
· With the Protection Officer, conduct joint planning and reporting with INTERSOS GBV and child protection teams, including preparing weekly and monthly plans and report on INTERSOS child protection activities;
· Support reporting and trend analysis of data gathered through the CP IMS & GBV IMS, including use of the data to advocate with authorities and humanitarian actors for response;
· Conduct rapid assessments and data collection, according to WHO ethical and safety principles, as part of inter-agency/multi-sectoral teams and coordinate immediate protection (CP and GBV) response in areas of displacement, conflict or natural disasters;
· Maintain good working relations with the formal and informal authorities and communities in the target areas.
Any other task as requested by the Case workers manager, response officer, Activities Field Coordinators and the Project Manager necessary for the project implementation
3. Position requirements
Education
Social Science, Social work degree and/or equivalent practical field experience working in Somalia, preferably with a humanitarian organisation
Professional experience
· Previous experience in the humanitarian field in an emergency context working for an NGO, preferably in the protection sector in Somalia;
- Minimum three years’ experience in either GBV, child protection, protection monitoring with strong focus on community mobilisation;
Professional requirements
· Experience in working with vulnerable community members especially children and women.
· Good analytical and report writing skills is desirable
Languages
· Fluency in written and spoken English and Somali (Maay-Maay) is essential;
