2.General context of the project

INTERSOS has been operating in Iraq since 2004, working in emergency and post-emergency contexts and is a long-standing implementing partner of UNHCR. INTERSOS’ experience and expertise lies in the protection sector, in particular with protection monitoring, legal assistance, case management, psychological counseling, Psycho-Social Support (PSS).. Since 2014, INTERSOS has been present in the Kurdistan Region of Iraq (KR-I), implementing different programs (including Protection, Education, Health) and targeting, both IDPs and Refugees. In 2014, through multifunctional Drop- In- Centers in Erbil, INTERSOS responded to the massive displacement flow of IDPs from Anbar and Ninewa Governorates. In 2016, the program implemented in Erbil Governorate, was adapted to respond at an early –recovery phase. At the same time, INTERSOS expanded its protection and health programs in Salah al-Din Governorates and played a key role, in the humanitarian response organized following the so-called Mosul operation, in Ninewa Governorate. In 2017 and 2018 INTERSOS continued to provide multiple services to IDPs and returnees in Ninewa, Salah Al Din and Erbil Governorates, adapting the programs to new or changed needs. The new intervention aims at strengthening the protection environment for IDPs and returnees in Ninewa, Erbil and Salah al Din Governorates. This initiative will provide protection assistance packages to displaced individuals and returnees in targeted locations, in order to mitigate protection risks as well as foster self-resilience of affected individuals, with tailored assistance for highly vulnerable cases. Intervention will target girls, boys, men and women amongst displaced and returnees communities in targeted locations of Ninewa, Erbil and Salah al Din Governorates.

3.General purpose of the position

The Protection Manager position is aimed at ensuring the protection technical expertise for a sound implementation of the protection linked components, regardless their source of funds.

The Protection Manager will lead, coordinate and support the implementation of protection-related activities of the UNHCR project and in particular on the all protection-components linked activities (Case Management, Protection Monitoring, Psychosocial Support).

He/she will guarantee the overall supervision of the project team involved in protection-related activities and the economic and financial administration of the project’ objectives and results and for the capacitation of it staff in view of the nationalization her/his managerial position. S/he will ensure that training and capacity building needs of field protection staff are timely addressed and that the protection services and activities meet quality standards in the sector.

Reporting lines

The Protection Manager will report to the Program Manager for various implementation of the protection project activities. He/She will report to the Protection Coordinator for all technical related matters of the protection component.

4.Main responsibilities and tasks

· Preparing, managing and regularly updating the project’s sub-component work plan and related financial plan in close link with the Program Manager and Administration, ensuring timely and quality.

· Implementation in compliance with the project strategy as well as INTERSOS and donor guidelines.

· Undertaking technical assessment of Protection needs and gaps for anticipating potential changes on protection strategies and implementation.

· Coordinating with logistics, administration and finance staff for funding and support of operations.

· Undertaking regular monthly field visits to provide technical guidance and supervision as well as regularly monitoring the progress of Protection activities.

· Periodically updating the Protection situation analysis and informing relevant colleagues accordingly.

· Working closely with relevant colleagues to ensure the integration of Protection Mainstreaming with other sectors within the program.

· Supporting the Program Manager as needed - in preparing the narrative and financial reports with reference to the project’s sub-component for Protection, according to INTERSOS and donor requirements.

· Supporting the development, implementation and evaluation of the Protection Mission strategy and programme in reference to the Protection sector, providing technical inputs and recommendations for new and ongoing interventions, leading and supporting the development of new proposals.

· Maintaining contacts with the donor (UNHCR) for the protection component of the project;

· Setting-up lead a protection capacity building Programme, with clear timeline, steps to be undertaken and goals to be reached to capacitate national protection staff.

In her/his function of Protection manager, he/she will be responsible for several protection components:

1. Protection Monitoring

· Supervising of the implementation of protection monitoring activities with strong support of the Protection Monitoring Officer

· Ensure adherence of protection monitoring activities to the protection monitoring SOPs with the support of the Protection Monitoring Officer

· Monitor the quality of the protection monitoring activities including with spot field visits and regular checks of databases and protection monitoring tools

· Regularly review with the protection monitoring officer the data collection protection monitoring tools & methodology (Household Assessments, focus groups discussions, key informant interviews etc) and contribute technically to their adaptation/modification according to emerging protection trends.

· Receive, check and provide input for technical analysis of the protection monitoring reports including protection trends affecting the Salah Al Din Governatorate for evidence-based advocacy prepared and compiled by the Protection Monitoring Officers

· Review weekly and monthly planning of protection monitoring activities prepared by the Protection Officer.

· Receive and monitor the weekly Liquidity Plan prepared and sent by the Protection Monitoring Officer

2. Case Management (CM)

· Supervise the implementation of activities of the case management component with strong support of the Case Management Officer in accordance with the CM SOPs

· Ensuring the monthly monitoring of case management activities with the support of the Case Management Officer according to established Case Management Supervision Monitoring Tools, including spot-checks of the case management platform and through case audits.

· Receive and check the weekly Liquidity Plan prepared and sent by the Case Management Officer · Support technically/advice the Case Management Officer in dealing with complicated high-risk cases · Receive and check the monthly Case Management protection trend analysis prepared by the Case Management Officer

3. Mental Health and Psychosocial Support (MHPSS)

Supervise implementation and monitoring of MHPSS activities with support of the MHPSS Officer including:

· structured group PSS for adults in the intervention location in accordance with INTERSOS PSS SOPs and related monitoring tools and procedures

· structured group PSS for children in the intervention location in accordance with the CP cluster adopted PSS curriculum

· emotional support groups

· individual psychological counselling

· GBV and CP prevention activities carried out by the social/PSS workers

· Receive and check the weekly Liquidity Plan prepared and sent by the MHPSS Officer

· Support technically/advice the MHPSS Officer in dealing with complicated high-risk cases

· Receive and check the monthly MHPSS protection trend analysis prepared by the MHPSS Officer

Monitoring and Reporting

· Ensure the capacity building of the staff on the use of INTERSOS Management Platform

· Revise technical reports prepared and compiled by the Protection Officers to be sent to the M&E Department and/or to the Programme Unit.

· Ensuring that the timely and duly implementation of protection activities with regard to targets are on track with regard to budget and work-plan.

· Collaborate with the M&E Department in order to ensure quality standards in the implementation of activities and feedback from beneficiaries

· Contribute to quality reporting through protection trends analysis

· Undertake monitoring field visit of protection activities

Coordination and representation

· Conducting regular meetings with donor representatives and facilitating field visits as needed.

· Establishing and maintaining regular and collaborative relations with relevant stakeholders (partners, donors, other organizations...) local authorities and institutions.

· Contributing to set programming strategies for INTERSOS Iraq with reference to the Protection sector.

· Proactively participating and representing INTERSOS in relevant working groups and relevant inter-sectorial coordination meeting at field level, contributing to the development of guidelines, standards, tools and strategies, both at the regional and national level.

· Proactively engaging in bi-lateral meetings with other INGOs and NGOs active in relevant geographical areas to avoid duplication, ensure coordination and referral and work for complementary efforts.

Human resources

· Support the Protection Officers in recruitment and selection of Protection staff.

· Training, coordinating and supervising Protection staff and evaluating the performances of the Protection Officers.

· Train protection project national staff on protection concepts and related issues, the guiding principles underlying the response approach and ensure that national staff has access to external protection trainings available.

5.Required profile and experience

Education

University Degree in human rights law, international relations, international cooperation, political sciences, humanitarian crisis or equivalent.

Professional Experience

· 3-5 years of relevant work experience.

· Demonstrated ability to work within humanitarian context (advantage if experience with IDPs)

· Very good understanding of protection, human rights law and international humanitarian law rights and international humanitarian principles

· Computer literacy (Word, Excel)

· Excellent analytical and reporting skills on protection and human rights

· Experience in managing staff

· Experience in managing protection projects (budget, procurement, logistic, HR)

Professional Requirements

Languages

· Fluency in spoken and written English

· Knowledge of Arabic is an advantage
