Nigeria: Logistics Assistant

General context of the project:
Since 2009, the Boko Haram insurgency has crippled north eastern Nigeria. Borno State continues to be most affected, with over 1.8 million internally displaced persons (IDPs). Recent advances by the Nigerian Army and the Multinational Joint Task Force have improved humanitarian access in 22 of the
27 Local Government Areas (LGAs) in Borno, but have also revealed the extent of the crisis. In newly accessible areas, basic infrastructure has been destroyed, essential services are non-existent, and most local governance systems are not functional.

General purpose of the position:
Develop and strengthen INTERSOS’ Logistics capacity and contribute to the
professional development of logistics within the area of Procurement,
Warehouse management and support for the Offices and Guest-houses
management. Support office functions, and assist in field operations as
requested.

Main Responsibilities & Tasks:
Procurement - till 4.000 Euro (four thousand // 00 Euro):

  • Contribute to the assessment of the local purchasing environment (through new local market analysis, information gathered from previous purchases, program teams, other NGOs etc.) and to refresh it every maximum six (6) months (including already existing ones);
  • Review technical proposals of suppliers and carry out cost / benefit analysis;
  • Contribute to the process of the prequalification of the local suppliers;
  • Contribute to take a general record of all complete Procurement dossiers;
  • Contribute to do the orders to the prequalified local suppliers respecting the Procurement Plans (of the different projects), received from the PMs and agreed with the Logistics Coordinator;
  • Check the quality / status and the right amount of the materials and of the packaging delivered to the warehouse from the prequalified suppliers;

For Procurement Tasks it is needed a deep knowledge of the INTERSOS Procurement Manual 2017
Warehouse management:

  • Process and provide documentation for incoming and exiting
    equipment and stock items. Update inventory records monthly;
  • Respect and guarantee (quality, number, packaging requested) of the
    Procurement Plans (of the different projects), received from the PMs
    and agreed with the Logistics Coordinator;
  • Assure the respect of the delivery timeframe (IN and OUT) of the
    equipment / assets within the warehouse;
  • Assess the availability of space and prepare stacking / storage plans
    prior to programming / contingency commodities arrivals;
  • Assure the security of the warehouse and put in place all needed
    action in order to avoid any type losing equipment / assets;
  • Assure the order of the warehouse and for particular materials like
    drugs, sensitive equipment etc. follow the different instruction, such
    as respect of humidity control, use of pallets, special packaging, not
    overload on the top of some packing etc.;

Offices and Guest-houses management

  • Assure the managing and tracking equipment / assets inventory
    including mobiles and satellite phones, laptops, organise regular
    monthly equipment / assets counts, and in consultation with other
    functions, develop replacement plans and organise disposals;
  • Assure to organize accommodation and facility services for workshops
    and training events;
  • Assure that all services (energy, water and gas supply, furniture etc.)
    within the offices and guesthouses are working properly;
  • Produce and respect a maintenance plan of all services in the offices
    and guesthouses;

Others:

  • Provide the line manager every Thursday afternoon a weekly activity
    report and forecast related to the weekly objectives achieved and the
    Plan activities for next week;
  • Field site visit in all different projects sites in order to verify and
    improve logistics;
  • Provide support for basic IT needs (printers problems, network
    internet, change of passwords etc.) to the office and guesthouses;
    Any other tasks not listed above in order to support and improve;

Professional Experience

  • At least 2 years of professional work experience in logistics including at least 1 year in emergency settings.

Professional Requirements

  • Large field availability;
  • Great skills to pilot different projects in a same time;
  • Good capacity to cooperate with other departments;
  • Flexibility and patience highly appreciated;
  • Good communicator, able to work in English and Kurdish (verbal and written).

Languages

  • Proficient knowledge of English is required
  • Knowledge of Hausa is an asset.

  • Ability to take initiative and work autonomously
  • Ability to achieve results effectively, considering the need for speed, scale and quality
  • Ability to integrate and work well within multi-ethnic and multicultural teams
