1. Terms of reference
Job title: Project Manager Reproductive Health
Location: Erbil with frequent field visits to project locations (Ninewa and Tikrit).
Reporting to: Hierarchically to Emergency Coordinator, technically to Medical Coordinator.
Starting date: 1 June 2017
Duration of contract: 7 months
Supervision of: National staff (3 MD and 3 nurses).
2. General context of the project
The project is funded by UNFPA and aims to complement the current medical activities funded by HPF in Southern Ninewa (Qayyara district) and Salah al-Din (Tikrit and Shirqat) governorates through the provision of reproductive health services.
The project includes:
the running of 2 Mobile Reproductive Health Teams (1 in Ninewa and 1 in Shirqat) made by 1 national gynaecologist and 1 female nurse each, providing ANC and PCN consultations, family planning and Clinical Management of Rape;
provision of RH services in 1 static facility (Shura town PHCC in Ninewa) – with possible inclusion of a second static facility in due course. In the static facility the national team will be composed by 1 gynaecologist and 1 female nurse.
3. Tasks and responsibilities
The Project Manager Health manages, coordinates and supervises the 2 Mobile Medical Teams activities and services, ensuring timely and quality implementation and monitoring in compliance with relevant Standard Operating Procedures, International Principles and Guidelines as well as INTERSOS Fundamental Charter and Code of Ethics.
Main responsibilities:
Provide technical supervision and guidance to INTERSOS national medical team, both for the Mobile Reproductive Health Team and the staff in the static facilities;
Reporting, monitoring and evaluation of the project implementation (including financial requirements) ensuring high quality of program implementation;
Ensure consistency of the project’s activities with the national and international standardized protocols, policies and guidelines;
Liaise with local government and health authorities, non-state actors, UN agencies, NGOs, and donors at national and field site level;
Ensure accurate data collection and reporting are submitted in a timely manner for all activities within the health and nutrition program;
Ensure the supervision of the pharmacy (consumptions, orders and inventory) in collaboration with the logistic department;
Follow up medical issues and sharing of information with the Medical Coordinator;
Proactively participate in relevant coordination meetings and in all relevant technical working groups.
4. Required profile/experience
· MD gynaecologist or obstetrician or midwife.
· At least 2 years of significant international experience in similar positions or in humanitarian sector.
· Working experiences in public health and in managing health welfare in communities;
· Knowledge, competency and skills on public health aspects of SRH and Primary Health Care;
· Experience in supervising Health Promotion activities;
· Experience in working with IDPs or refugees;
· Previous experience in Middle East is an asset;
· Proven experience in management of UN funds;
· Proven experience in management of national staff teams
· Proficient knowledge of English is required. Knowledge of Arabic is an asset.
· Strong organizational and problem-solving skills with analytic approach;
· Strong interpersonal skills and demonstrated ability to establish effective working relations with staff, beneficiaries and other stakeholders;
· Ability to take initiative and work autonomously;
· Ability to achieve results effectively, considering the need for speed, scale and quality;
· Ability to integrate and work well within multiethnic and multicultural teams;
· Ability to develop and maintain collaborative relationships.
