General Description

INTERSOS is a humanitarian organization on the front-line of emergencies, bringing assistance to people in need with particular attention to the protection of the most vulnerable people.

Since 1992 our humanitarian workers have been helping people affected by humanitarian crises: we provide first aid, food, shelter, medical assistance and basic goods. We ensure that basic needs, as education, access to clean water and health assistance, are met. Following the conflict in the Afghanistan and the deterioration of the humanitarian situation which negatively affects also neighboring countries, in December 2021 INTERSOS got its approval to start supporting Afghan Refugees in Iran to contribute towards ensuring emergency relief and social protection assistance for the Afghan refugees fleeing their home in search of safety.

Main Purpose

The purpose of the HR Manager is to be responsible that the HR system is according to INTERSOS standard and to support programme/project implementation.

Duty station: Tehran (Country Office) with estimated 30% travel to the field

Contract duration: 6 months with possibility of extension

Reporting to:

Hierarchical: Head of mission

Functional: Area HR Coordinator/Country HR Coordinator ( in absence HOM) Coordinates with: Country Finance Coordinator

Tasks and Responsibilities

• Put in place and implement INTERSOS HR and Admin systems and procedures

• Design, implement and update the National Staffs Internal Regulations in line with INTERSOS standards and with the local Labour Law. The regulations include as ANNEX: the salary grid/list of functions, the recruitment process, the evaluation process and the steps foreseen for the Induction of new hired staff

• Support in design and implement the salary grid. Update the grid on regular basis with the support of the Area HR Coordinator/Country HR Coordinator

• In coordination with the mission Sectorial Coordinators (e.g. Head of Mission, Country Finance Coordinator, Programme Managers) design and update the mission organizational charts (for both National and International staffs) and the national staff Job Descriptions. Guarantee standardization across the mission

• Ensure that country set up adhere to Employment standards, HR policy and other INTERSOS policies

• Ensure compliance with the local labor law

• Training, support, control and development of HR team

• Support and train of all staff with HR responsibilities/ personnel management

• Management of the HR team

• Is responsible for formulating and implementing a proactive human resources management strategy

• Ensures that the requirements of the national legal framework are implemented and respected (compliance with fiscal and social obligations, establishment of staff representatives and other legal obligations)

• Focal point and fulfills any audit recommendations for better human resource management

• Responsible for managing internal HR communication (updating head office on new policies and processes in force, etc.)

• With the support of the project administrators guarantee that all personnel dossiers are kept in order and updated (e.g. contract of employment, contract’s amendment, CV, national id, pictures, disciplinary measures, leave requests and justifications resignation letters)

• Monitor and guarantee the implementation of the Internal Regulations through regularly visits to the project locations

• Support the Coordinators in the evaluation process and guarantees that all National staffs are properly and regularly evaluated. Make sure evaluations are properly archived

• Support the Country Finance Coordinator in making sure that the payslips correctly include what is foreseen in terms of remuneration by the salary grid

• Support the Head of Mission in the implementation and follow-up of the international Staffs administrative aspects (VISA, leaves, R&R, House Allowance, Family Benefits, Staff Separation Clearance Checklist, Flight Booking)

• Write and share regular ad-hoc reports of his/her own work and HR monthly report through IMP

• Ensures compliance with employee lifecycle management processes (from recruitment to separation), paying particular attention to recruitment, onboarding, and performance management.

• Recruitment: guarantees compliance with the recruitment procedure (transparency), Coordinate local recruitments (e.g.: prepares the Job Vacancies, checks the received applications and participates in the shortlisting and interviews), ensures that recruitment is done within the allotted time

• Integration (induction): plans and coordinates the induction of staff by providing all necessary documents and ensuring that the required briefings are provided

Requirements

• Minimum 3 years of experience from working as a senior HR Manager in a humanitarian/recovery context

• Documented results related to the position’s responsibilities

• Knowledge about own leadership skills/profile

• Fluency in Farsi and English, both written and verbal

• Ability to work under pressure, independently, and with limited supervision

• Responsible to provide high quality HR professional reports and letters in English and Farsi within short deadlines

• Strong relationship building skills

• Computer proficiency including MS office (word, excel)

• Good sense of humor is an asset

• Documented results related to the position’s responsibilities

• Respect of INTESOS policies and values

• Negotiation and networking skills
