1. Terms of reference
Job title: Project Manager – Child Protection
Location: Sana’a (with field missions to Ibb and Aden)
Reporting to: Head of Mission, Country Admin-Finance Officer, Protection Coordinator and Programme Coordinator
Supervision of: Child Protection Team consisting of: Reporting Officer, Activities Coordinators, Psychosocial Counsellors, Social Counsellors, and Social Workers
Starting date: 1 June 2017
Duration of contract: 6 months
2. General purpose of the position
The PM will be responsible for Management of the future UNICEF funded child protection project, which will be implemented in the 4 governorates of Sana'a, Aden, Ibb and Mukalla’. She/he will ensure strong coordination with MoSAL (Ministry of Social Affairs and Labor), UNICEF Focal Points, CPSC (child protection sub cluster), protection cluster and local authorities on the ground to develop and adopt a harmonized case management system at national level.. Furthermore, supervises the provision of child-protection assistance in the four governorates, sets-up policies to monitor the conditions and treatment of people in need, assesses vulnerabilities and action strategy with the relevant authorities (especially MoSAL); manages MCPTs (Mobile Child Protection Teams) in IDPs settlements and structures procedures for case management and referral system (including systems for internal referral to other INTERSOS units), ensures a strong partnership with CBOs (community based organizations) to run fixed CFSs, assessing and strengthening CPCBMs (child protection community based mechanisms) on MRE (mine risk education), GBV (gender based violence), UASC (unaccompanied and separated children) and child recruitment. The PM will work in close collaboration with the other PMs in charge of other projects for INTERSOS in Yemen, and will coordinate systematically with the INTERSOS Protection Coordinator and Programme Coordinator.
3. Tasks and responsibilities
· Ensure the planning, implementation and monitoring/evaluation of the project, set up targets and remote management policies and guarantee they are on place on daily basis;
· Guarantee the financial management for the project in compliance with INTERSOS’ model and donor regulations, in addition to full oversight of the HR and logistics arrangement in cooperation with relevant departments;
· Team management (about 18 staff, in addition to a set of almost 84 volunteers), permanent on-job coaching and responsibility of the flow of data and information from the fields to the centralized database;
· Deliver quality project activities reporting, including monthly data reports with GBV matrix and CP matrix to analyse the overall picture of CP response and violation patterns in the governorates of the project.
More specifically:
· Present and share the project with other teams and regularly update the Referral Maps of services available in the field locations;
· Organize and prepare a detailed activities plan with team for the implementation of: almost 8 four day trainings on CP and related issues; almost 500 awareness on child recruitment, GBV, Family conflict and family separation, hygiene promotion, MRE; almost 8 peer to peer trainings on CFSs’ management for volunteers; almost 12 First Aid Courses for children and Parents; almost 2 FGDs in each location as baseline and follow up; almost 4 assessments on CP issues in the targeted areas;
· Ensure CP SOPs and guidelines properly application and improvement;
· Prepare weekly liquidity plan and cash files to monitor the pending on weekly basis, approve all purchases/contracting and budget line allocations;
· Verify on a weekly basis the bookkeeping entries in the INTERSOS accounting spread sheets (PN) and the list of expenditures prior to finalizing the interim and final financial reports
· Conduct weekly and monthly meetings with the team , ensure use of correct/relevant forms for assessments and reporting by the team and evaluates the performance of the project staff;
· Undertake (if security situation allows) field visits to the centres to provide technical guidance and supervision to the team and to monitor the progress and quality of the different project activities;
· Ensure good practice and system for internal and external referral of most vulnerable cases, in close coordination and collaboration with the protection coordinator
· Ensure monitoring and verification for the targeting of beneficiaries and quality reporting on achievements;
· Provide timely, complete and qualitative progress reporting’s (PAT – project appraisal tool) to the HoM and UNICEF;
· Conduct regular meetings with the donor representatives, establish and maintain excellent relationships with the local community leaders, CP Committees and CBOs’ representatives;
· Help to set strategies for INTERSOS in Yemen particularly relevant to child protection and protection issues.
4. Required profile/experience
· MA in social sciences or related field
· Minimum 3 years relevant working experience in humanitarian project management with INGO, including direct financial management of project budget
· Previous experience in Child Protection in Emergencies in staff supervision and remote management with a solid personal background
· Relevant experience in Middle East
· Prior experience in project management funded by UNICEF
· Strong experience with monitoring tools and systems
· Good knowledge of MS Office (Word, Excel, Outlook)
· English (excellent written and spoken). Arabic will be asset
· Mindedness and able to live in a daily complex environment
· Excellent skills in communication, analysis, leadership and negotiation
· Ability to ensure quick quality delivery in stressful environment with a problem-solver approach, and to establish collaborative inter-personal relations
