I. Main Objectives:
Community Mobilizers are recruited to support INTERSOS Education in Emergency awareness in the schools and are specifically focused on community mobilization to encourage school enrolment, prevent school drop-out and, to the extent of their capacity, protect children and women from risk. They are responsible of the daily Education monitoring in the community and of referring possible cases of concern to the Education Supervisor. The Community Mobilizers work under the overall supervision of the Project Manager and the direct supervision of the Education Supervisor, as well as in close collaboration with the rest of the team. The Hygiene Promoters will be selected within the Somali local community.
II. Responsibilities/duties:
• Maintain daily contact with the community, monitor supported schools and education related issues and report back to INTERSOS Education team;
• Raise awareness, in collaboration with the CEC members and teachers, on the importance of Education, with focus on young girls and women, through conducting awareness campaigns and disseminating key education and other life-saving messages in the villages;
• Identify and follow up, in collaboration with CEC and teachers, vulnerable children at risk of dropping out and other children with irregular attendance in class, risky behavior or any attitude that could indicate trauma or psychosocial stress, malnutrition and other health related issues as well as neglect, violence or any other form of abuse.
• Refer above identified children to relevant actors and services;
• Identify and mobilize school-aged girls and boys who are not going to school to access education services by bringing them to the attention of service providers or groups (teachers, CECs members) who can help address their needs.
• Identify issues and risks related to Education as well as the ability both of families and community to provide care for and meet the needs of school aged girls and boys;
• Act as a focal point for reporting Education/Protection concerns, including physical or sexual abuse, violence or exploitation and harmful traditional practices towards children within the schools; children drop-out, especially for what concerns young girls; decreased in enrolment; violence, exploitation, or other abusive behaviors towards women teachers.
• Engage in discussions/dialogue sessions with children and families on the issues that affect them on a daily basis and working with the community to find or develop appropriate solutions;
• Report and bring to the immediate attention any case of special/emergency needs to the Project Manager;
• Develop good relationships and coordination with community stakeholders to improve identification and provide adequate referral information;
• Support the Education Staff and the Hygiene Promoters in their tasks whenever required.
Person specification:
• Previous experience as community mobilizer for an NGO;
• Knowledge or Experience in Education in Emergencies is an asset
• Strong listening and empathy skills, as well as commitment to supporting women and children at risk;
• Ability and motivation to work well with local authorities, local leaders and local community;
• Good cooperation skills, ability to work well independently and in a team;
• Good problem solving and social skills and creative, to think of alternative solutions;
• Stress-resilient to be able to cope with deadlines and complex problems;
• Fluency in both Somali and English is required;
